Marchman Act Drug Court Enhancement

The 13th Judicial Circuit Administrative Office of the Courts (AOC), in partnership with Tampa Crossroads and University of South Florida's Department of Mental Health Law and Policy (MHLP) was awarded a three-year Bureau of Justice Assistance (BJA) grant to enhance substance use treatment capacity in Marchman Act Drug Court (MADC). The Marchman Act is a Florida law that allows a family member, guardian, service provider or a responsible adult to petition the court for an individual to receive involuntary substance use assessment and treatment. These individuals have lost control over their substance use, are a risk to themselves or others, and their judgment is so impaired that they are not able to appreciate the need for treatment or make rational decisions regarding their need for care. The Marchman Act is often the last resort for family members experiencing their loved one's decline, due to substance use.

USF's Dept. of MHLP will oversee the project evaluation component and will examine the extent to which involvement in the MADC program enhances substance use treatment capacity as well as measuring key outcomes such as substance use, mental health and trauma symptomatology, and criminal thinking. Aggregated client-level performance and outcome data will be reported through BJA's Performance Measurement Tool (PMT). The following process and outcome evaluation questions will be addressed:
  • Has the MADC program been implemented as intended?
  • What have been the major strengths and challenges to program implementation?
  • How many clients have successfully enrolled and what services have they received?
  • What proportion and number of clients successfully completed the program?
  • What proportion and number of clients have remained drug-free?
  • Are there significant changes in levels of mental health and trauma at follow-up?

Dr. Lana Yampolskaya, (Cathy Sowell, co-PI) Research Associate Professor of Child & Family Studies, was awarded a $25,000 evaluation contract from Casey Family Programs and Florida Department of Children & Families. The USF research team has been asked by Casey Family Programs to expand our previous research on the Family Intensive Treatment team model that has been implemented by the Florida Department of Children and Families throughout Florida for families involved in the child welfare system experiencing parental substance abuse. The purpose of the extended research would be to re-examine child welfare outcomes, examine additional child outcomes, and include socioeconomic status as a variable to prepare the program to be included in ACF's Prevention Services Clearinghouse of research supported programs.
